The terminal to hack is located on the roof of a palace-like building and will be surrounded by basic human enemies, which you can basically ignore while you hack the terminal.

Climb the ledges to the top (the agency launchpad is a useful tool to get on some of the ledges) and interact with the console with. Go to the location marked on the objectives map above and use the adjacent air vent to propel yourself onto the tower. After overloading the harvesters, go to the area marked on the map to disable the valve by shooting it/throwing objects at it. Defeating a cleaner will make them drop a new weapon the mulcher. They will be resistant to any chemical weapons or grenades you use. You will find a new enemy type here the 'cleaner'. Go to the Chimera field in the top left of the district and overload the two harvesters by throwing rocks into them.
